SBA Houston Announces New District Director

The U.S. Small Business Administration (SBA) announced that Mark Winchester will serve as the Houston District Director. Winchester succeeds former District Director Tim Jeffcoat, who retired from the agency in December. Winchester will oversee implementation and delivery of SBA programs and services across the Houston District’s 32 counties.
For the past 14 years, Winchester served as the deputy district director of the Houston District Office. During that time, Winchester oversaw the district staff, implemented the office’s strategic plan, and created dynamic partnerships across the district. Before joining SBA, Winchester worked for the University of Texas Rio Grande Valley (UTRGV) for nearly eight years. During that time, Winchester was the assistant director for the Small Business Development Center, and director for the Veteran’s Business Outreach Center and the Rio South Texas Regional Procurement Technical Assistance Center. Winchester also served in the U.S. Navy Submarine Force and is a Gulf War Veteran.
